Richard Bell is a Principal of Matthews, Carter & Boyce. Bringing over 25 years of accounting and tax experience, Richard specializes in serving closely-held businesses and their owners.  He has worked with clients in a variety of industries including professional services firms, franchisees and multi-state businesses.  As a part of his practice, Richard helps to ensure that clients are compliant with federal, state and local taxation while implementing tax planning strategies.  Additionally, he has extensive experience  representing clients before the IRS and state tax authorities.

He earned a Bachelor of Science degree in Accounting from Morgan State University and a Juris Doctor from Howard University School of Law. He is barred in the State of Maryland.
